My understanding is that ethanol is NOT leaner burning. Nebraska seems to think it is, though. So that is the critical question.

Apparently there is some debate on how much cleaner ethanol (or E85) is. Apparently it is lower in some pollutants, and higher in others. http://www.ethical-insight.com/issue63/analysis_27.html

Ethanol is one of those follow the money" scams. Archer Daniels Midlands did a great job of greasing the palms of both sides of the aisle and made "believers" of Congress and the whole political scene. The only beneficiaries of ethanol are the farmers, producers and transporters - we, the motorists, are the big losers, as usual. There is not one promise on which ethanol can deliver. If you or I were the ones trying to foist this on the public, we would be imprisoned for fraud.

If we stop corn subsidies... Soy can come from the rainforest. Ethanol can come from soy.

It takes energy in the form of oil to produce, will cause both water quality and air pollution to increase, does not promote conservation of energy and will increase the cost of food world wide.
